Fixed Income? Don’t Pass on Medicare Savings Programs (MSP)

Medicare Savings Programs offer extra help for people with Medicare who have limited income and resources below a certain limit. Not everyone needs it, but your table would be incomplete without it.

Medicare Savings Programs offer extra help for people with Medicare who have limited income and resources below a certain limit. You apply for these programs through your state, who then determine which program(s) you qualify for. Even if you don’t think you qualify, you should still apply. If you qualify, these programs could cover Medicare premiums and costs like health care deductibles, coinsurance, and copays.

Medicare Savings Programs by State

Find out if you are eligible by completing the Social Security Administration’s online Benefit Eligibility Screening Tool (BEST). You can then contact your State Medical Assistance (Medicaid) Office to confirm and apply.

Eligibility is based on your income and resources. Programs are state-based and may change each year. Income and resource limits will vary from state to state and may differ depending on where you live. Even if your income or resources are slightly higher than the limits, you should always check to see if you qualify.

To find the phone number for your State Medicaid Office, call 1-800-633-4227 (TTY 1-877-486-2048), 24 hours a day/7 days a week. Or visit Contact Medicare and choose “Find Your State Office.”

Who is Eligible for Social Security Medicare Savings Programs?

Below are general requirements for the MSP:

  1. Reside in a state or the District of Columbia
  2. Are age 65 or older
  3. Receive Social Security Disability benefits
  4. People with certain disabilities or permanent kidney failure (even if under age 65)
  5. Meet standard income and resource requirements

Medicare counts these as resources when qualifying:

  • Money in your checking or savings account
  • Stocks
  • Bonds

Medicare does not count your home, one car, burial plot, up to $1,500 for burial costs if you have set that money aside, furniture, or other household or personal items.

Income and Resource Limits by Program

There are four different Medicare Savings Programs.

If you need help paying all Medicare costs, you can apply for the Qualified Medicare Beneficiary (QMB) Program. QMB helps pay for Part A and Part B premiums, deductibles, coinsurance, and copayments for services and items Medicare covers. Under QMB, providers don’t bill you for services. You also get Extra Help, which lowers your prescription drug costs.
